I think what's missing here is the disincentive option, possibly because there is no historical case in which a country so heavily incentivized mass migration as directly as we do. It would be a very simple matter for a government with the will to do it to make life for migrants untenable. First, cut off all welfare and all government aid programs to any foreigner or anyone living in the same home as a foreigner. No foreigner should be able to take advantage of any government service- to include public education for their children, whether those children are "birthright" citizens or not. No foreigner should be able to work in this country- employers who hire them can very easily be fined into either compliance or oblivion. Foreigners do not need to be allowed to bank in this country, or to rent or buy homes. All of these measures can easily be put into place with far less expense and drama, with far more effect, than forced physical deportations.
What are your thoughts on famine killing large amounts of the most resource dependent populace? We could reference how the Soviet Union killed millions through forced famines, however, I don’t believe future will necessarily be intentional but instead a result of supply chain failure.
In the West, the recent migrants are almost exclusively residents of the city centers which are completely dependent on food grown from the rural populace. Instead of intentional action being taken from the state to remove foreign populace, I would not be surprised if demographics change rapidly due to environmental pressures killing the weakest and most dependent populace. The group that would face the highest death toll would undoubtedly be those unable to flee cities.
